Prediction
The inevitable pandemic will force schools and universities (as public places) to shut down their physical facilities and go online. There, they will meld together into a single entity (per language). And that will mark the beginning of a new age.
Who will maintain the systems? An almost religious, elite caste of technicians who emerge into the outside world with a battery of tools and know-how, to come back grime smeared, exhausted, and even, sometimes, dying?

I have only a faint idea what you’re talking about, but I guess my answer is that I think a global government is the solution to most things.
